Registers the `organizations:seer-agent-pr-consolidation` FLAGPOLE feature flag. This will be used by a follow-up PR to consolidate the separate "Seer Agent" and "Coding Agent" settings panels into a single unified "Coding Agent" panel with one PR auto-creation toggle.
