Clarify permissions required for the token used by GitHub content store #767

This PR addresses #766 .

I noticed that the Configure a content store section of the Setting up a local development environment page of the documentation already mentions the required permissions for the GitHub token, but I think repeating it in the main documentation page about content stores doesn't hurt.

Thanks for this suggestion. I’ve updated the documentation site in #777 so that the README.md files for first-party plug-ins appear on the documentation site. And with that, I’ve updated these README.mds so that they are clearer about API key and token requirements.
