Support DefaultInterpolatedStringHandler

I propose we support DefaultInterpolatedStringHandler in F#.

The existing way of approaching this problem in F# is using default interpolated strings.

Pros and Cons

The advantages of making this adjustment to F# are

• Unification with what Roslyn has.
• Faster interpolated strings.
