The SRD 5.2 version of the Wizard's Arcane Recovery feature has a limited use but no Use activity to consume that limited use. The 5.1 version does have an activity on it and the 5.2 version should as well. Specifically, it should consume the item's limited use and an Activation Cost of "End of Short Rest" so it can easily be triggered from the short rest chat message.
