Based on the NXP BSP tree (with our additional fixes on top).

This fork will be initially used by 7ulp/8ulp and imx93, until most
relevant changes are proposed and merged upstream (ELE, provisioning
TAs, cpufreq, suspend, etc).

This allow additional optee-os based recipes to be provided by bsp
layers, since the require lines are also based on the PV used.

Prefer reusing PV from the recipe base version (based on the file name)
in order to allow easy inclusion from other recipes (e.g. optee forks).

Make the optee-os related bbappends less specific to the exact version
in order to allow forks from BSP layers (based on the same 3.20 base
version).

DEFAULT_PREFERENCE set to -1 as we still prefer our main fio fork when
possible.
