Switch meta-updater to the layer that is now hosted under the github uptane organization (https://github.com/uptane/meta-updater). Local builds will require 'repo sync --force-sync' for repo to automatically switch to the the new. While the rev is different, there are no changes, just a different git history at this stage.
