It's not clear to me why the iOS Pigeon tests are failing to launch on simulator, and I can't repro locally. Since the most obvious culprit is the change to Flutter to require iOS 15.0, I'm trying bumping the test plugins to 15.0 everywhere (but if that's the issue, I don't know why it doesn't happen locally).

#12038 passed. #12041 passed as well, so apparently it's one of the last two?

Closing in favor of #12058, which is a roll to the same place but with the first 5 commits already landed. I expect it to fail, but that will give us a clean PR that clearly indicates the regression range.
