Evaluating what this lint (which may be added to package:lints, dart-lang/core#758) means for the flutter code base.

Before we can submit and enable this we need to wait for the fix of dart-lang/sdk#58603 to roll into our repository. (Analysis will fail before then.)

The fix for field formal params is in the in-flight 1.18.0 (dart-archive/linter#3140).

Wow. I wonder why there were so many of these in non-tests? I can see doing it accidentally in a test, since it feels like a class scope, but it's really an inner function. But it seems weird to do that with regular locals.

The Flutter tool may occasionally download resources from Google servers. By downloading or using the Flutter SDK you agree to the Google Terms of Service: https://policies.google.com/terms

For example, when installed from GitHub (as opposed to from a prepackaged archive), the Flutter tool will download the Dart SDK from Google servers immediately when first run, as it is used to execute the flutter tool itself. This will also occur when Flutter is upgraded (e.g. by running the flutter upgrade command).
