@godofredoc Do you know why this PR would cause all presubmit tests to be stuck on queuing? |

This is because the request is timing out after creating the checks but before getting to the LUCI scheduling part. |

@GaryQian you'll need to add bringup: true again to get the presubmit builder. This is current expected behavior as you're required to mark new builders as bringup (both presubmit and postsubmit) |
