Is there a constant line ending somewhere we can use? I don't see one.

My initial fix for LUCI broke Cirrus, so I did things a little differently. ptal. |

Does it pass if we expect depsIndex != -1? I know that's not how it works now, but it seems more strictly correct.

I don't know if it matters that we aren't maintaining the line endings, probably not.

Yeah, I'm also worried that adding logic to retain Windows line endings would tickle the Cirrus problem.

The pubspec.yaml is created with Windows line endings, which have to be parsed.
