I expect this to fail tests still until the web issues are resolved, but I wanted to capture the remaining changes after slimming down the initial PR to just macOS. |

Description
Plumbs the
--targetflag through for Windows and Linux. Among other things, this is necessary for flutter-driver support.As part of this, fixes the default target to use system path separators rather than being hard-coded to 'lib/main.dart', since on Windows that string is incorrect.
