Since rolling to Chrome 145, our Chrome test suites will sometimes randomly hang when getting the
arrayBufferfrom the fetch call to canvaskit.wasm. I was able to reproduce the hang reliably locally on my Macbook. This fix adds a cache header to the request for WASM files. In my local testing, this eliminated the hangs. However, it is still possible to hit the hang if the bug occurs on the very first request to the WASM files (see https://ci.chromium.org/ui/p/flutter/builders/try/Linux%20web_long_running_tests_3_5/114719/infra). However, if the first request succeeds, then the rest should use the cache and avoid the hang.Largely mitigates #189275
