Four cells: AGP 8 on Flutter 3.41.9 (proves the plugin self-applies KGP with no tooling rescue), AGP 8 on 3.44.1, AGP 9.2.1 + builtInKotlin=false on 3.44.1 (the #101 regression cell), and AGP 9 with built-in Kotlin enabled on master (experimental until flutter/flutter#188543 reaches stable).

Added support for enabling built-in kotlin.
Currently Flutter disables built-in kotlin by default to give app and plugin developers time to migrate to Built-in Kotlin. Once necessary migrations have been made, app developers should have the ability to opt-into Built-in Kotlin to see if their migrations are valid. As-is builds will break when opted-in to Built-in Kotlin--even if all necessary migrations have been made. So, we must support opting in to built-in Kotlin.
