This pull request modifies the build configuration in engine/src/flutter/skia/modules/canvaskit/BUILD.gn by reordering the --pre-js files. Specifically, util.js is moved to be loaded after memory.js instead of before preamble.js. There are no review comments, and I have no feedback to provide.
