Update `flutter test --platform=chrome ...` to use the new DDC module system. * Updates bootstrap generation in test runner to load the modules needed to run the test. * Uses `org-dartlang-app:///` URIs (with three slashes) more consistently in the DDC logic. Fixes: flutter#187797

This pull request enables web hot reload for tests by introducing the forcedWebEnableHotReload option and updating FlutterWebPlatform to serve bootstrap files using the DDC library bundle module system. Feedback was provided to prevent a potential FormatException when parsing metadata with trailing newlines, to avoid using platform-specific path utilities on URL paths which can corrupt paths on Windows, and to add parentheses around logical expressions to prevent operator precedence ambiguity.
