Removed the 'late' keyword from '_handledContextLostEvent' in both CkSurface and SkwasmSurface. This field was being accessed in 'onContextLost' before it was initialized if the 'webglcontextlost' event fired synchronously during the constructor. Also renamed the internal '_surfaceCreateFn' to 'surfaceCreateFn' and marked it '@VisibleForTesting' to allow for renderer-agnostic testing of this race condition. Fixes flutter#184683

This pull request removes the late modifier from context-lost event completers in CkSurface and SkwasmSurface, and exposes surfaceCreateFn in SurfaceProvider for testing purposes. A new test case for synchronous context loss during surface creation is also added. Feedback was provided to add documentation to the newly public surfaceCreateFn member to comply with the Flutter style guide.

web 构建的引擎需含 flutter/flutter#185116(切后台 WebGL context 丢失恢复,修复 #184683 的 LateInitializationError),该修复仅在 beta 3.47+。故 build-frontend job 单独用 beta 3.47.0-0.1.pre,全局 FLUTTER_VERSION(其余平台)升 3.44.6。 同步更新 songloft-player 子模块指针。
