The tree is currently red because the current version of DevTools has multiple CIPD package instances that were given the same Git commit tag. Dart reverted to a previous version of DevTools (https://dart.googlesource.com/sdk/+/770d6860642cc08d68ca0ca3c25545521fda64b5). This PR does the same for Flutter.
