Instead of calculating staleness from the git commit's age, this goes by the time of the synchronize event. Previously old commits could be pushed that would fail to remove stale labels if they were older than when the label was added.

It's interesting that gemini was willing to review this on the packages repo, but not on this one.

It's interesting that gemini was willing to review this on the packages repo, but not on this one.

I accidentally used .yaml instead of .yml. It's funny that it has different rules for those though; possibly a mistake?
