This PR fixes a bug in the Android tooling where
`AndroidStudio.pluginsPath` treated an unknown version as `0.0`,

cannot be determined is correct; callers already handle a null
`pluginsPath`.

**Issues fixed:** Fixes flutter#121468
(and removes the TODO(andrewkolos) in `android_studio.dart`).
