This pull request removes unused code paths in PlatformViewsController.java by deleting the enforceMinimumAndroidApiVersion method and its calls, as the minimum API level is now 24. The code changes look correct and safe to remove, as the targeted API version checks are no longer necessary.

This method enforceMinimumAndroidApiVersion is no longer needed since the minimum API level is now 24, consider removing the method entirely.
