Code Review
This pull request regenerates Gradle lockfiles for various projects within dev/, examples/, and packages/, and removes the corresponding .ignore-locking.md files. This is part of an effort to enable Gradle dependency locking across more of the repository. The changes appear to be script-generated and are consistent across the modified files. The Dart SDK constraint in pubspec.lock has also been updated to a newer dev version. I've added one comment regarding the org.jspecify:jspecify dependency, which appears to be included in runtime configurations across multiple lockfiles. This could lead to unnecessary application size increase and is worth investigating.

The org.jspecify:jspecify dependency is an annotation library for static analysis and should ideally only be a compile-time dependency. It appears to be included in runtime configurations (debugRuntimeClasspath, profileRuntimeClasspath, releaseRuntimeClasspath) here and in other updated lockfiles. This can unnecessarily increase the application's size. It's recommended to investigate why this is being included at runtime and adjust the dependencies to scope it to compile-time only, if possible.
