Overall, I think the approach lgtm. But, I prefer veering away from the DCHECKs that only engine devs ever see. Prefer instead to propagate the absl::Status messages up.

Instead of just a DCHECK that most users won't see, perhaps check for kUnknown and return absl::Status with an appropriate message? Something like "The target pixel format was not supported."
