This pull request reverts commit ccf6466, which refactored OverlayPortal semantics. The revert removes the concepts of hitTestTransform and traversalParent from the semantics pipeline across Dart, C++, Java, and Objective-C code in the engine and framework. It restores a previous implementation that appears to rely on RenderObject.semanticsParent and visitChildrenForSemantics for managing overlay semantics. The changes are extensive but appear to be a clean and complete revert of the original commit. I've noted one minor typo in a comment that is being re-introduced by this revert.

This revert seems to re-introduce a typo in this comment. It should probably be 'would not be dirty' instead of 'the not be dirty'.
