Code Review
This pull request removes the unused futurize utility from the web engine. The futurize function and its tests are deleted. The Codec class, which was the only user of futurize, is changed to an abstract class, with getNextFrame becoming an abstract method.
I've added one suggestion to make the frameCount getter in the Codec class abstract. This would require implementers to explicitly provide a frame count, preventing potential issues from the default value of 0.
Additionally, a copy of the removed futurize function, named _futurize, exists in engine/src/flutter/lib/ui/fixtures/ui_test.dart. The comment associated with it is now outdated. A follow-up to address this leftover code and stale comment could be considered.
