This pull request undertakes a significant refactoring to migrate from mutable SkPath APIs to the modern SkPathBuilder for path construction, enforced by the SK_HIDE_PATH_EDIT_METHODS preprocessor definition. However, I've identified two critical issues in engine/src/flutter/lib/ui/painting/path.cc: one that will likely cause a compilation failure due to a method being called on SkPathBuilder that does not exist, and a logic error where the result of a path operation is assigned to an incorrect destination path.

…r" (flutter#178142) This is a reland of flutter#177738 with a fix to the `Op` function in `tools/path_ops`. Skia is removing the APIs that allow changing an SkPath. This updates those callsites to use SkPathBuilder where appropriate.
