This pull request adds a HighPerformancePreference flag for GPU selection on Windows. This allows applications to request a high-performance GPU. The changes are propagated through the necessary layers, including the public flutter_windows.h header, the dart_project.h wrapper, and the internal EGL manager. The logic for selecting a GPU by preference has been centralized into a new GetGpuLuidByPreference function in egl/manager.cc, which is now used for both low and high power preferences. A new unit test, GetGraphicsAdapterWithHighPerformancePreference, has been added to verify the selection of the high-performance GPU.

This pull request executed golden file tests, but it has not been updated in a while (20+ days). Test results from Gold expire after as many days, so this pull request will need to be updated with a fresh commit in order to get results from Gold. @9AZX it looks like this change was forked off Canonical's fork of Flutter. Could you rebase this off Flutter's master branch? That might fix the Google testing check. |

Added a `HighPerformancePreference` flag alongside the existing `LowPowerPreference`, following the same principle. This is useful for games and other high-performance applications.
