Refactors FlutterRenderer callback on app resume to restore its ImageReaderSurfaceProducers to a public API that Flutter activities and fragments can call themselves onResume to fix a memory leak caused by a potentially infinite number of callbacks being created as new instances of the FlutterEngine are created.

Fixes #173770. Directly follows the @/jason-simmons recommendation in #173770 (comment).

Ok this Linux linux_unopt test keeps failing and it says it's an infra error which might be true. Seems like there's a time out running engine Android tests: https://ci.chromium.org/ui/p/flutter/builders/try/Linux%20Engine%20Drone/3620423/overview. I wonder if anyone else is running into this. But also in the tests it is able to run, there's a failure:

SettingsChannelTest > configurationQueueWorks FAILED
    java.lang.NullPointerException: Cannot read field "generationNumber" because the return value of "io.flutter.embedding.engine.systemchannels.SettingsChannel$ConfigurationQueue.getConfiguration(int)" is null
        at io.flutter.embedding.engine.systemchannels.SettingsChannelTest.configurationQueueWorks(SettingsChannelTest.java:53)

Turns out the tests here were failing because of this PR. There was a test that relied on a ProcessLifecycleOwner to test onResume events that no longer completed because there is no longer a lifecycle callback (this PR removes it). I deleted that test since the tests I added cover the behavior of the callback and its expected call onResume.

#176413 is unrelated and will be fixed by #177061.

Fixes `SettingsChannelTest` failure that occurs when other Android
embedding tests touch the singleton queue that the `SettingsChannel`
manages.

Instead of the test making assertions based on the theoretical
generation number of `SentConfiguration`s added to the queue, the
assertions are isntead made relative to the exaction generation number
of those `SentConfiguration`s.

Fixes #176413. I tested this
fix in #175937; an example

Fixes `SettingsChannelTest` failure that occurs when other Android
embedding tests touch the singleton queue that the `SettingsChannel`
manages.

Instead of the test making assertions based on the theoretical
generation number of `SentConfiguration`s added to the queue, the
assertions are isntead made relative to the exaction generation number
of those `SentConfiguration`s.

Fixes flutter#176413. I tested this
fix in flutter#175937; an example
passing build:
