Code Review
This pull request removes the build configuration mismatch warning, which is no longer necessary after a previous change disabled the exclusion of dev_dependencies based on build configuration. The changes primarily involve deleting the _validateBuildMode method in packages/flutter_tools/bin/xcode_backend.dart, removing the FLUTTER_CLI_BUILD_MODE environment variable from packages/flutter_tools/lib/src/ios/xcode_build_settings.dart, and cleaning up the corresponding tests in packages/flutter_tools/test/general.shard/xcode_backend_test.dart and packages/flutter_tools/test/integration.shard/xcode_backend_test.dart. The changes are straightforward and correctly remove the now-obsolete logic and tests, improving code maintainability.

A build configuration mismatch warning was introduced in flutter#169395 to help handle dev_dependencies relying on the build configuration. However, we disabled dev_dependencies from being excluded per configuration in flutter#171015. This warning therefore can also be removed. A build configuration mismatch warning was introduced in #169395 to help handle dev_dependencies relying on the build configuration. However, we disabled dev_dependencies from being excluded per configuration in #171015. This warning therefore can also be removed.
