This pull request refactors the accessibility announcement mechanism to support multiple views. It deprecates SemanticsService.announce and introduces SemanticsService.sendAnnouncement, which requires a FlutterView to identify the target view. The changes propagate through various widgets and tests, updating them to use the new API. The native Windows accessibility plugin is also updated to receive and handle the viewId. The viewId can be encoded as either a 32-bit or 64-bit integer by StandardMessageCodec depending on its value. This implementation only checks for FlutterViewId (which is int64_t) and will fail to handle viewId values that fit within a 32-bit integer. To ensure both cases are handled correctly, you should check for both int32_t and int64_t types.

For consistency with other tests and to make the test more robust against future changes in test setup, it's better to use tester.view.viewId instead of hardcoding the value 0.

cc @chunhtai. The Google3 error doesn't look related and the API was added on August 29. We think this need another rebase :(

yes, I am still waiting for g3 fix to be approved. Since it touch a bunch of tests and needs approval from multiple teams
