This pull request re-enables several Android emulator tests on Linux by removing the bringup: true flag, as the underlying KVM issue has been resolved. The changes in .ci.yaml and engine/src/flutter/.ci.yaml are correct and align with the goal of integrating these tests back into the CI pipeline. The changes look good to me.
