WindowsTest.NextFrameCallback failed test looks real / repeatable?

The test is spawning a thread that could remain running after the test function exits and possibly access a variable on the stack that has gone out of scope. Added a fix, and the test is now passing in the runs that I tried on CI. |

This is a much more recent version of Clang than what we were previously using. But I don't know if it handles that use case. |
