Code Review
This pull request improves the C++ license checker to make it more compatible with Google's internal license tooling. The changes include updating exclusion rules, adding new license patterns, and making path handling more robust by correctly dealing with trailing slashes in directory paths. A new test case has been added to verify this fix.
Overall, the changes are good and improve the tool's reliability. I have one suggestion to make the freetype exclusion rule more robust.

The regex [^F].*$ for excluding files in third_party/freetype2/docs/ is a bit brittle. It correctly avoids excluding FTL.TXT, but it would also not exclude any other file starting with 'F' (e.g., FAQ.TXT, FEATURES.TXT). This could lead to unintended files being scanned for licenses.
A more robust approach would be to exclude everything in the docs directory except for FTL.TXT. You can achieve this with a negative lookahead, which is supported by the RE2 engine used here.
