In preparation of upgrading the remaining bots to macOS 15, allow tests to use any version of macOS 14 or 15.

Run tests on either macOS 14 or 15 (flutter#171076)

In preparation of upgrading the remaining bots to macOS 15, allow tests
to use any version of macOS 14 or 15.
