The big additions here are: 1) Checking against the catalog of known licenses 1) Parsing of the known catalogs from disk 1) Nicer error messages With this PR we are getting pretty close to feature parity. The big changes left are updating the contents of of the data directory so we match what we want. Execution across the directory is still around 35s.
