These packages were recently pinned (in #168916) due to a bug (dart-lang/test#2498).

That bug was fixed and new versions of the test packages published. This change unpins and lets them upgrade to the fixed version.

There was a minor conflict in the pins file because some additional pins were added, but since they were the same versions we already resolved to, there was no change besides just choosing to include those new lines next to the ones I removed (therefore there is no change to the diff afterwards).

Edit: I misread, the other change in pins was also removal (#169079), not an add, I've corrected this.

Mac web_tool_tests timed out. I'm not sure it's related to this change, though I can't see any existing issues about it being flaky - @matanlurey do you know if this is likely a flake? Should I re-run it?

Although, I did find there are a number of issues about this bot being flaky for Linux... unsure if it's likely the same problem though:

Mac web_tool_tests timed out. I'm not sure it's related to this change, though I can't see any existing issues about it being flaky - @matanlurey do you know if this is likely a flake? Should I re-run it?

hmm, same again. I'll try and get my Macbook set back up and see if I can run these tests locally there.

Increase sub-task timeout for Mac web_tool_tests

In my PR flutter#169198 the Mac web_tool_tests are timing out after around 45 minutes. The global timeout has been set to 60 minutes but the sub-task timeout was lower.

This increases the sub-task timeout to match the global timeout (as discussed in flutter#169277).

I've opened #169307 to increase the sub-task timeout to match the parent timeout (see discussion at #169277 (comment)).

I'll rebase this to trigger a re-run after that lands (and if it still fails, I'll get things up and running on my Macbook to see if it's really getting stuck as a result of my change).
