Some of the changelog entries do not match our guidance. For example a change is supposed to say what platforms it impacts.

Ah ok good to know. Looks like this is blocked on an infra failure :/ I'll keep re-running it but can we just land this since it's documentation? |

Merges CHANGELOG from stable to master for 3.29.1 release. Note that I did reformat the candidate branch `CHANGELOG` since it appeared abnormal to me (https://github.com/flutter/flutter/blob/flutter-3.29-candidate.0/CHANGELOG.md, the 3.29 changes section and the 3.29.1 changes section). I can submit a PR to fix that if that was the right move.
