The licenses_flutter golden file had to be updated manually because the new BoringSSL licensing may cause Dart SDK/BoringSSL rolls to touch that file.

If this continues happening then we should modify the Dart auto-roller script to copy licenses_flutter along with licenses_dart and licenses_third_party.
