I am surprised there is a zombie process despite the test not timing out. Is this simply because |

I think there is something to do with dart devtools where starting the VM paused and having it connected launches the process in a way where it doesn't close automatically. I don't understand this domain well enough though. Let's chat in the office today, maybe with Brian, because more of these changes might be necessary. |

Requires #159115 for the process cleanup to work properly, but this is safe to land as-is, otherwise we still accumulate
flutterprocesses over and over as each test case runs which is not WAI.
