Previously, the Swift Package Manager app migration would only be registered if the feature was on.
Now, the Swift Package Manager app migration is always registered but only runs if the SwiftPM feature is on. This change will make it easier to introduce a separate feature flag for just the SwiftPM app migration.
This is a refactoring with no semantic change.
