I think this change is fine to land, but I think there's actually a missing simulator install check #153776 (comment), so this PR shouldn't close that issue.

would this be caused be exhausting open file descriptors on macOS? If so, should we be recommending they run the ulimit command to increase this? |

I don't know.
Maybe, but I think the current recommendation of quitting other processes is good enough. |

My concern would be if flutter and its children were completely exhausting the low default limit on macOS. |

I think the ulimit complains "too many files open" and it's errno 24 not 35. #2976 |

Resource temporarily unavailablewhen trying to run a process means that some required resource is at capacity. There may be too many processes active, not enough available ports, or some sort of blocking cache is full, etc. Feel free to independently research and see if you come to the same conclusion.Then, it seems safe to catch and handle this within the tool's
