Nice catch!
Apparently we don't have a test exercising the c compiler config.
dev/integration_tests/link_hook/hook/link.dart only renames an asset, it doesn't use the config.
We don't have the API yet in package:native_toolchain_c to take a static lib and make it into a dynamic lib OS-independent. Could you add a todo with my name to do that? Please leave a reference to dart-lang/native#987.
