modeString docs say:
Extra permission bits may be represented by prepending "(suid)", "(guid)", and/or "(sticky)" to the mode string.
Instead of doing string parsing, use mode int and convert to octal (755).

i wonder why the engine artifact permissions 40755 but the framework permissions are 4755?

Whoops, typo, they should all be 40755. These don't pass until flutter/engine#52961 rolls into the framework, at which point I'll rebase this on top and hopefully the tests will pass.

Before flutter/engine#52961 this is:
Expected: '4755'
Actual: '40700'
Which: is different.
Expected: 4755
Actual: 40700

Fix typo from #52930. The entire framework bundle/directory needs 755 perms (not recursive), but that PR instead updated the binary within the framework bundle. Once this rolls I'll rebase flutter/flutter#148786 and merge that test. Engine-side fix for flutter/flutter#148354

Framework test to validate the iOS and macOS framework engine artifacts (Flutter.framework and FlutterMacOS.framework) have read and executable permissions.
