I'm guessing this would affect the case in which we're in the middle of flutter run ... but the user sends a SIGINT signal to the tool. Are there any other cases where we were failing to set singleCharMode back to false?

yes - this is intended to restore the terminal to its normal state if the tool is killed when single character mode is enabled.

This seems like a huge logic bug, and yet it seems like the only place this was actually called is from tests? Did you observe buggy behavior here, or just observe the code was wrong?

The getter did not match the setter. set singleCharMode sets echoMode and lineMode to false if value is true, but the getter had reversed this.
AFAICT this getter is not used anywhere except the test added in this PR.
