Sadly I don't remember, sorry about that. I really should have explained it in the PR where it was added (#34859). I say remove it.
It is mysterious that the input_decorator_test comment that you edited mentions 2 pixels, but that comment wasn't added by my PR. Maybe it was just someone trying to match the behavior seen from _layout after my change.
