vm_service 14 should not be used yet (see flutter#140916 (comment)) but when trying to unpin pkg:test it was upgraded. This pins it to v13.0.0.

I rebased this over the roll @christopherfujino just did so now there are no changes besides the pinning (the package versions all work out identical). This protects against vm_service being rolled to 14 if other dependencies change (like unpinning pkg:test). |

for visibility, I am OK with granting test-exemption, but I'd like to verify that the pinned packages are tested/verified by some (CI) process. For example, if we fat fingered this as |
