This widget implements the ability to place slivers side by side in a single ScrollView so that they scroll together. The design document for SliverCrossAxisGroup can be found here.

Fixes #56756.

I found a bug with the hitTestChildren function which I'm working on debugging right now, but I'll re-request a review when it's ready!
