Rethrowing exceptions during plugin registration means that any plugin after the failing plugin won't be registered. This pattern has caused significant confusion in native plugin registration in the past, where an error in plugin A's registration causes missing plugin exceptions in plugin B that get reported to the developers of B, so we shouldn't replicate in the Dart version.
