package:pub_semvertightened up the types on the API slightly. This makes an existing cast in flutter_tools unnecessary, which causes a lint to fire, which caused issues w/ the last roll of the Dart SDK into google3 :)List which issues are fixed by this PR. You must list at least one issue.
