Following up from #87808 (comment)

We ignore name for IO-backed files, so we should clearly document that.

We could even consider making a breaking change to the constructor APIs to group the the web-specific and io-specific arguments into parameter objects, then asserting that the parameter object that doesn't apply to the current implementation is null. /cc @ditman
