Safari and some older versions of Chrome and other browsers do not support WeakRef (it's coming to Safari though). We need to make CkImage, CkAnimatedImage, and CkPicture classes resurrectable.

This will fix the following issues:

• Use-after-free issues with pictures (e.g. [web]: Canvaskit Crashes #65480)
• Image memory leaks (e.g. [web] SkAnimatedImage leaks #50409, CanvasKit uses too much memory (~100KB) per laid out paragraph #66614)
